Titleist offers a 21 degree (7W) fairway and a 23 degree 916-H1 hybrid. The 21 can be adjusted up to 22.5 degrees in the 715. The 23 H1 can be adjusted from 22 to 25. I used to use the 7W but it has been replaced with a 21 915H. I have a 25 H1 set to 24 to fit between an AP1 5I and the 21 915H. The H1 has been incredibly easy to hit. Titleist hasn't announced the 917 metal woods but I wouldn't expect anything higher lofted than the 21/7W.

You have 2 options for getting to 23°.

1) Try a 21° 915F and adjust the loft to 22.75° with an A4 setting or
2) Try a 23° 916H1 Hybrid.
