If the Player in the bunker has intentially tried to improve the lie of his ball the R&A rules state that in stroke play the player recieves a two stroke penalty or loss of hole in Matchplay.

Officially there is 1 set of rules. Even though the governing bodies say these rules are written for all golf rounds, they aren't, they are written for tournament golf.
If you are visually impaired, then you need to do whatever you need to do in order to have fun playing the game.
I would guess that if there is a league for visually impaired, then they have their own rules.

i have heard that a visualy impaired player may ground club as long as i play the shot immediately if not a i am penelized by a stroke could someone confirm this,i have not been able to find this rule at r&a site thanks sven.

There is no rule against the visually impaired, as long as it isn't intentional
